O'MALLEY, District Judge.

In 1990 and 1992, the government obtained administrative civil forfeiture of several pieces of property ostensibly owned by defendant Larry Dusenbery. Subsequently, Dusenbery filed a motion for return of this property, arguing he had not received notice of the forfeitures and was thus denied due process of law. Judge Bell of this Court denied Dusenbery's motion, but the Sixth Circuit Court of Appeals reversed...
