Defendant, Joy Xayasouk, was charged by plaintiff, the City of Rockford, with disobeying a traffic control device. On October 6, 1997, defendant filed her notice that she was pleading not guilty and requested a bench trial. The circuit clerk scheduled the case for trial on November 3, 1997, which was also the date that the arresting officer had originally set for defendant...
