MURRAY, Judge.

The City of New Orleans appeals a summary judgment in favor of New Orleans Towers Affordable Housing Corp., Inc. (N.O. Towers)1 which held that N.O. Towers is exempt from ad valorem taxes, and ordered the City to refund such taxes, which had been paid under protest. We affirm.
