The petitioners, Campaign for Ratepayers Rights (CRR) and Office of the Consumer Advocate (OCA), appeal a ruling of the public utilities commission (PUC) approving several special contracts entered into by Public Service Company of New Hampshire (PSNH) and several industrial customers for electrical power.
