Following a nonjury trial, the court ruled that Riverside City Ordinance 6012 was unconstitutional as "violative of equal protection insofar as it restricts the hours of operation [of poolrooms]." The court enjoined and restrained the City of Riverside ("City") from enforcing restrictions on hours of operation.
