LARSON, Justice.

The principal issue in this case is whether a hearing on a student's proposed suspension, which the student requests to be an open meeting as authorized by Iowa Code section 21.5(1)(e), may nevertheless be closed at the request of a third party, a teacher's aide. The defendant school board also raises issues concerning the attorney fees for the trial and appeal. The district court concluded the board had violated chapter 21 and granted attorney fees...
