Justice GOLDENHERSH delivered the opinion of the court:

Plaintiffs, Scott P. Cochran and Todd A. Dusch, alleged that they were injured when their automobile abruptly stopped after the bottom of the vehicle was struck and held by an iron beam protruding from the floor of a bridge on a rural county road in Perry County on January 15, 1995. As we will more fully describe later, plaintiffs gave notice to the governmental entity and filed suit within the statute of limitations...
