I. INTRODUCTION

This matter comes before the Court on Defendants' Motion for Summary Judgment (doc. 27). Plaintiff Beth Ann Meekison filed this action against Defendants George Voinovich, Reginald Wilkinson, and the Ohio Department of Rehabilitations and Corrections ("ODRC") alleging violations of her rights under the Americans with Disabilities Act ("ADA"), 42 U.S.C. § 12101 et seq.,
