Ducote, the Director of Facility Planning for the Orleans Parish School Board, appeals from the district court's denial of his motion for summary judgment based upon qualified immunity in this 42 U.S.C. § 1983 suit arising out of the School Board's disqualification of Systems Contractors Corp.'s (Systems) bid to do electrical work at the Robert E.
