PER CURIAM.

We review on this appeal a challenge to the Inmate Financial Responsibility Program (IFRP), a work-program instituted by the Bureau of Prisons to encourage "each sentenced inmate to meet his or her legitimate financial obligations." See 28 C.F.R. § 545.10. The program provides for development of a financial plan that allows inmates to pay certain enumerated obligations, including court-ordered assessments, restitution, and fines. Id.
