Kevin G. Tobin pled guilty on April 20, 1998 to one count of income tax evasion in violation of 26 U.S.C. § 7207 and one count of mail fraud in violation of 18 U.S.C. § 1341. Both counts involved a fraudulent scheme to evade the payment of workers' compensation insurance premiums.
