On November 30, 1990, while driving a vehicle owned by Raymond Torrez, Jim Clary ran a red light and collided with a vehicle driven by Beverly Shaffer. As a result of the accident, Shaffer brought an action in state court seeking recovery for personal injuries. Torrez's insurance carrier, Colonial Insurance Company of California ("Colonial"), then filed a declaratory judgment action against Raymond Torrez, James Clary, Beverly Shaffer, and Spirco...
