OPINION

SAND, District Judge.

Plaintiff, Robert MacDonald, both individually and in his capacity as a member of the Million Marijuana March Organization ("Marijuana March"), filed suit in this Court under 42 U.S.C. § 1983 asserting a facial challenge to the constitutionality of § 10-110 of the New York City Administrative Code (the "Ordinance"), the principal parade-permitting law in New York City (the "City").1
