Local telecommunications carriers must provide reciprocal compensation for local calls that use each other's networks. 47 U.S.C. § 251(b)(5). If a subscriber of Company A calls a subscriber of Company B, then A must share with B some of the revenues A collects from its subscriber, to compensate B for the use of its facilities. Like many other provisions of the Telecommunications Act of 1996, this requirement is enforced by state agencies...
