Lawrence McCarroll and his associates based their drug enterprise in Chicago's Ida Wells housing complex. Over the thirteen-month period in which the Government monitored their activities, the conspirators bought, diluted, packaged, and sold vast quantities of heroin. A jury convicted all defendants after a lengthy trial, and the district court sentenced them to prison terms ranging from 235 to 328 months and entered a joint-and-several liability...
