Plaintiff David Jones brought this lawsuit for damages under federal civil rights laws 42 U.S.C. §§ 1981, 1983, 1985(3), 1986, and 1988 and Louisiana negligence law. His suit is based on alleged failures to provide adequate medical care and unsafe conditions at the St. Tammany Parish Jail where he was a housed for three weeks in October, 1996 as a pre-trial detainee.
