Plaintiff, Jonathan Gatcliffe ["Gatcliffe"], has petitioned this Court for a finding that he is qualified to be naturalized, but for the pendency of deportation proceedings. For Mr. Gatcliffe to be fully qualified for naturalization this Court must be able to find that he is a man of good moral character after a de novo review under 8 U.S.C. § 1421(c) of the contrary...
