This matter comes before the court on defendants' Motion to Affirm the Decision of the Foreign Service Grievance Board ("FSGB"). On March 12, 1989, plaintiff Frank A. Bettucci was mandatorily retired as an employee of the Foreign Service in the Agency for International Development ("AID").
