The plaintiff town of Windham appeals from the judgment rendered by the trial court dismissing its administrative appeal, taken pursuant to General Statutes § 4-183, from a final decision of the freedom of information commission. The sole issue on appeal is whether a gathering of six town officials on March 20, 1995, constituted a "meeting" within the meaning of General Statutes...
