Defendant, Wesley Roper ("Roper"), has appealed from a conviction and sentence returned on a four-count indictment that charged him with distributing cocaine base on three occasions and conspiring to distribute cocaine base, in violation of 21 U.S.C. §§ 841(a)(1) and 846.
