The principal issue presented in this appeal is whether the Farmers Home Administration ("FmHA") has waived its sovereign immunity with respect to the claims of a defendant in a suit on a note brought by a bank to which the FmHA endorsed a promissory note that the FmHA purchased under the terms of a guaranty agreement.
