CALLAHAN, C. J.

This is an appeal from a judgment of the trial court sustaining the plaintiffs'1 appeal from a ruling by the named defendant, the department of public utility control (department), issued in response to a request for resolution of a payment dispute by the defendant Connecticut Light and Power Company, and from the department's ruling on the petition for a declaratory ruling by the plaintiffs.
