LAVERY, J.

The dispositive issue in this appeal1 is whether the plaintiff, Domestic Violence Services of Greater New Haven, Inc., is a public agency within the meaning of General Statutes § 1-18a (a). Because we hold that the trial court used the proper standard of review and that the plaintiff is not a public agency, we affirm the judgment.
