Cisneros' motion to dismiss Counts 1-18 because of separation of powers and the political question doctrine; (2) Cisneros' motion to dismiss Counts 2-17 and a portion of Count 1 for failure to state an offense because Cisneros' statements did not concern a matter within the jurisdiction of a federal department...
