Plaintiff, an inmate incarcerated at the Western Correctional Institution ("WCI"), filed the instant complaint under 42 U.S.C. § 1983. He asserts a challenge to the correctness of deductions made from his account pursuant to the Prison Litigation Reform Act ("PLRA").
