Narducci, Jr., separately petitioned for writs of habeas corpus challenging the respondent commissioner of correction's Administrative Directive 9.4, paragraph five (July 6, 1994 amendment), which operates to restrict statutory good time eligibility for inmates classified in administrative segregation.
