These two appeals, which were consolidated for purposes of this opinion, require us to address the issue of whether, pursuant to N.J.S.A. 18A:28-6.1, teachers "received" by a new school district as a result of the discontinuance of school activities by a "sending" district are entitled to reimbursement for unused sick time consistent with the same benefit received by the teachers...
