The principal issue presented by this appeal is whether the district court erred in granting summary judgment in favor of defendant-appellee, Hartford Accident & Indemnity Co. ("Hartford"), and against plaintiff-appellant Thomas Allen Rogers ("Rogers") on the issue of whether Hartford had a legitimate or arguable reason to initially deny workers' compensation benefits to Rogers.
