This civil rights action arises out of a local land use dispute. Plaintiffs allege that defendants violated the First Amendment by retaliating against them for asserting their property rights. Defendants have moved to dismiss the complaint pursuant to Rule 12(b)(6) of the Federal Rules of Civil Procedure, asserting that plaintiffs' action is barred by the applicable statute of limitations...
