Maurice Sewell was convicted on two counts of distributing cocaine base in violation of 21 U.S.C. § 841(a)(1) in the United States District Court for Southern Illinois. Sewell was sentenced to 10 years and one month imprisonment by Judge Stiehl. Mr. Sewell's original counsel filed a timely notice of appeal in April 1994; however he failed to perfect the appeal, and this Court dismissed the appeal...
