In 1987, petitioner Jeffrey L. Garner was convicted of aggravated robbery and sentenced to a term of 5 to 20 years in prison. He was apparently placed on parole at some point, but that parole was later revoked, and he is currently incarcerated.

This is a petition for a writ of habeas corpus filed by petitioner under K.S.A. 60-1501. Petitioner alleges the application by the Department of Corrections (DOC) of its amended regulatory scheme concerning...
