This matter is before the Court on Plaintiffs' Motion for a Preliminary Injunction. Defendants have filed a Motion for Summary Judgment. Based on the briefs and exhibits submitted by the parties and amici curiae,1 and argument at a hearing conducted on March 6, 1998, the Court finds that Plaintiffs have not demonstrated that they are entitled to a preliminary injunction....
