In this case we are asked to determine whether the court of appeals properly found that the commission abused its discretion. For the reasons that follow, we affirm the judgment of the court of appeals.

Ohio Adm.Code 4121:1-3-10(B) sets forth the relevant definitions as follows:

"(20) `Manually propelled mobile scaffold' means a portable rolling scaffold equipped with casters.
