Edward A. Cox, III, petitions for review of a final order of the Commodity Futures Trading Commission ("Commission") entered in January 1997, which revokes his floor broker registration and bars him permanently from trading in any market regulated by the Commission. Because this administrative sanction followed a criminal sentence for the same conduct, Cox claims the Commission's order violates the Double Jeopardy Clause of the Fifth Amendment...
