Petitioner pro se, Rogelio Velasquez, is a federal prisoner challenging his sentence pursuant to 28 U.S.C. § 2255. On April 12, 1993, Velasquez pleaded guilty to conspiracy to possess cocaine with intent to distribute, in violation of 21 U.S.C. § 846. As part of the plea agreement, a remaining count of possession with intent to distribute approximately 40 kilograms of cocaine was dismissed...
