Ronald James Toms ("Toms") was convicted of conspiracy to distribute and possess with intent to distribute 50 grams or more of cocaine base; possession of 50 grams or more of cocaine base with intent to distribute; using or carrying a firearm during and in relation to a drug trafficking crime; and carrying a pistol without a license.
