The sole issue raised in this administrative appeal is the proper interpretation of Public Acts 1995, No. 95-43, § 1 (c), now codified as General Statutes § 16-19b (c),1 which authorizes the department of public utility control to approve an energy adjustment clause for an electric company to be superimposed on the company's base rate schedule...
