HORTON, J.

The petitioners, James J. Bianco, Jr. and Karen N. Bianco, petition this court for a writ of certiorari. They seek review of a decision of the Belknap County Board of Commissioners (commissioners) that authorized the taking of an avigation easement over the petitioners' property. See RSA 423:3 (1991). We vacate and remand for further proceedings.
