Lancelotte Kaye petitions this panel to reconsider its earlier decision, United States v. Kaye, 65 F.3d 240 (2d Cir.1995), in which we rejected Kaye's challenge to his sentence.1 After the petition was filed, we requested a reply by the government pursuant to Fed. R.App.P. 40(a).
