Appellants, the heirs of Jesús Ríos Quiñones (Ríos), allege that local plenipotentiaries conspired to convict Ríos for a murder that he did not commit and that a different set of public officials failed to provide Ríos with adequate medical care during his incarceration (leading to his premature death).
