Chong L. Wagers brought a declaratory judgment action against her former husband, Virgil A. Goodwin, for distribution of a share of his military pension. The trial court granted Goodwin's motion for summary judgment, dismissing Wagers' declaratory judgment action and ruling that Wagers should have moved to reopen the dissolution decree under CR 60(b).
