KLEINSCHMIDT, Judge.

¶ 1 This case grows out of an attempt to control growth in the City of Sedona. A group called the Responsible Residents of the Red Rocks organized an initiative drive to enact what they called a "Sustainable Growth Ordinance." The objective of the ordinance was to slow the rate of construction in Sedona to preserve the environment and manage growth.
