We address three issues of first impression. The first two issues concern the qualified privileges protecting the confidentiality of records created pursuant to the Child Protective Services Law, 23 Pa.C.S. §§ 6301 et seq. ("the CPSL") and of court records of proceedings under the Juvenile Act, 42 Pa. C.S. §§ 6301-6365.
