I. INTRODUCTION

In 1990, Alaska Joint Venture Seafoods, Inc. (AJVS), a commercial fishing company, and Westward Seafoods, Inc. (Westward), a seafood processor, agreed that, beginning in 1991, AJVS would deliver its catch of crab and pollock to a new processing plant that Westward was building on Unalaska Island. AJVS expected to deliver crab beginning on January 15, 1991, but Westward's new plant was not completed...
