¶ 1 These consolidated appeals require us to examine the scope of the special method that Arizona Revised Statutes Annotated ("A.R.S.") section 42-146 prescribes for valuing "golf courses" for property tax purposes. Specifically, we must decide whether this special valuation method applies when the owner has recorded an instrument restricting the property to use as a golf course but, as of the valuation date, construction of golf...
