OPINION

PER CURIAM.

In 1992 the Alaska Board of Fisheries (Board) allocated to the sports fishery 17% of the treaty chinook (king) salmon harvestable in southeast Alaska; the Board allocated 83% to the commercial troll fishery.1 See 5 Alaska Administrative Code (AAC) 46.055(a) (repealed 1994).
