Defendant, Perry W. Jones, was arrested for driving under the influence of alcohol (DUI) (625 ILCS 5/11-501(a)(2) (West 1996)). He refused to take a breath test, and the Secretary of State (Secretary) issued him a three-month statutory summary suspension of his driver's license, effective on November 27, 1996.
