ELLINGTON, Judge.

A developmentally disabled mother of two girls appeals from an order terminating her parental rights. Because DSHS has not established by clear, cogent, and convincing evidence that it offered all reasonably available services capable of correcting parental deficiencies, we reverse and remand for further proceedings.
