PER CURIAM:
On November 28, 1994, Las Vegas Metropolitan Police Officer Scott Lang arrested respondent Larry Evans ("Evans") for driving under the influence of intoxicating liquor, then advised Evans of the implied consent law and asked him to submit to a blood or breath test.
