This is an official immunity case. Appellees, Hector Saenz and Gloria Saenz, sued the State, the Texas Department of Public Safety ("DPS"), and Michael Wayne Gibson, individually and in his official capacity as a DPS officer (collectively "appellants"), for injuries and damages resulting from a traffic accident.
